Self-Reported Data Unit

罢贰础鈥檚 Self-Reported Data Unit (SRDU) was formed in April 2022. The purpose of SRDU is to provide support and strategy to identify potential discrepancies in self-reported data, including those reported through the Texas Student Data System Public Education Information Management System (TSDS PEIMS), submitted by Local Education Agencies (LEAs) to 性十八.cc. The unit reviews, analyzes, and monitors the self-reported data and other data submitted to the agency, including data indicators used in the state accountability system. When data anomalies are identified, compliance review letters are typically issued to ensure that LEAs are in compliance with state and federal laws, rules, and regulations. SRDU often works with LEAs to bring them into compliance and/or to establish better local practices, but also collaborates with 性十八.cc program areas to ensure LEAs have access to the information and tools necessary to establish better local practices and accurately report data to the agency.

1.What is a compliance review?聽

罢贰础鈥檚 self-reported data compliance reviews are a collaborative review process with LEAs to ensure they are acting in accordance with state law and other regulatory requirements. 性十八.cc requests documentation and other information from LEAs by a particular deadline to review and determine whether there has been a violation and commonly works with the districts to bring them into compliance and/or to establish better local practices.

2. What could happen as a result of SRDU鈥檚 compliance review? How might this impact an LEA's accountability rating?

Generally, 性十八.cc may take any of the following actions as a result of a compliance review:

  • 性十八.cc may close it's review with no further action if the LEA's response satisfies 性十八.cc's concerns.
  • 性十八.cc may work with the LEA to complete corrective actions to ensure more accurate information is provided and/or appropriate policies are implemented in the future.
  • 性十八.cc may refer the compliance review to聽性十八.cc's Special Investigations Unit for further investigation.

罢贰础鈥檚 2023 Accountability Manual (which will be published in Fall 2023) updates 罢贰础鈥檚 process regarding compliance reviews that relate to state accountability data. It was the agency鈥檚 prior practice to issue a 鈥淣ot Rated: Data Under Review鈥 rating to LEAs that had an open compliance review at the time final ratings were issued. In the proposed updates to 罢贰础鈥檚 Accountability Manual, for compliance reviews relating to 2023 state accountability ratings an LEA will receive a temporary "Data Under Review鈥 label only if the case is referred to 罢贰础鈥檚 Special Investigations Unit. As a result of state accountability compliance reviews and investigations, 性十八.cc has the discretion to issue one the following accountability ratings for an LEA:

  • Issue a "Not Rated: Data Integrity Issues" accountability rating;
  • Issue a rating consistent with the actual performance of the district (which may or may not change from the preliminary rating); or
  • Lower the district's accountability rating.

If an LEA鈥檚 accountability rating is changed, a label representing this change will be added to TXschools.gov and to their Texas Academic Performance Reports (TAPR) that states 鈥淥verall score or rating updated as a result of a Data Compliance Review鈥. Please note, when a rating is updated, the underlying data in these reports are not updated and are still reflective of the LEA鈥檚 original data submission. This label informs parents, researchers, and the general public that the new accountability rating is reflective of the findings from a data-related compliance review.

3. Is an LEA required to put the current TAPR Report on the district鈥檚 website?

LEAs that are undergoing a compliance review and/or who have a temporary 鈥淒ata Under Review鈥 label are still required to post performance related information on their district鈥檚 website as specified in聽. Updated performance reports will be available on 罢贰础鈥檚 website for download shortly after the LEA's final rating has been issued.
